Starting from August 25, 2021 all episodes, lair and utility belt systems are permanently free for everyone. To activate DLC you need to redeem the code you'll receive from Steam after purchase. Codes are redeemed either in game (Marketplace->Redeem/Claim) or on the game's site (Main page-> Enter activation code [account.daybreakgames.com] on the top right menu). Either way you should restart the game after this. You can check codes by right-clicking game in Steam library->Manage->CD Keys.
